Emmanuel Macron wants an “exceptional contribution” from companies to “exceptional profits”


Easing tensions after the forced passage of the pension reform. This is what the President of the Republic wanted to do by speaking on France 2 and TF1, this Wednesday. Among the projects intended to bring calm to the country, Emmanuel Macron mentioned that of sharing value, in other words the fairer distribution of the wealth created in companies.

“You have to hear this need for justice”, launched the head of state about the “anger” of the French and in particular of those who work. “When we see companies that we have helped […], large companies that make exceptional income and use it to buy back their shares, I ask the government to work on an exceptional contribution when there are exceptional profits. »

Distribute more to employees

Emmanuel Macron refuted any plan to tax superprofits, recalling that a contribution on energy companies – decided at European level last fall – already exists. “Companies must distribute more to their employees,” he explained.

A message that echoes recent statements by several government heavyweights. Prime Minister Elisabeth Borne herself declared on Tuesday in the National Assembly that the executive “wishes that the agreement on the sharing of value found between the social partners be quickly transcribed into the bill “. She was answering a question from Laurent Marcangeli, president of the Horizons group in the Assembly, who asked her about “the sharing of effort, the redistribution of the results of productive effort”.

Bruno Le Maire, the Minister of the Economy, made similar remarks on Monday on BFMTV, mentioning a transcription “as soon as possible in the legislative text of the remarkable agreement concluded by all the unions, in particular by Laurent Berger, on the ‘profit-sharing, participation, bonuses, compulsory for all companies, including SMEs’. Minister de Bercy felt that this “would be a first step forward” and that a “majority can easily be found” on this project.

Law proposition

A two-step procedure seems to be taking shape. To speed up the pace and quickly turn the page on pension reform, a bill could see the light of day in the coming weeks: it would take up the various measures contained in the agreement signed in February by four trade unions and the Medef, – which enshrines the obligation for all companies with more than 10 employees to have a value sharing system.

“Without waiting, we want to transcribe the agreement of the social partners on the sharing of value in business. Because the first subject is first and foremost the meaning and remuneration of work! We will do it by a bill, ”said Sunday on France Inter, Aurore Bergé, president of the Renaissance group in the Assembly. The three groups of the majority should support this text.

Superparticipation and superprofits

Secondly, measures could be added to the “full employment” bill. These should come from the parliamentary mission led by Louis Margueritte (Renaissance) and Eva Sas (Europe Ecologie Les Verts), which will be completed around mid-April.

It remains to be seen whether the “exceptional contribution” mentioned by Emmanuel Macron will be part of the first or the second legislative batch. The idea of ​​a superparticipation in the event of superprofits is in the air, but the scope and duration must be defined. “A few dozen companies could be affected,” says an elected majority.
