Creation of the INSP replacing the late ENA, merger of almost all the bodies of the senior civil service, establishment of centralized management of their careers… One year after the launch of the reform of the senior management of the State, the examination of a new draft decree in the Council of Ministers this Wednesday marks in a way the launch of Act II of this project launched on the initiative of the Head of State during of his first five-year term.
The subject is technical. It is a question of removing a specificity of the grids of remuneration of the high civil servants: the fact that their top, which one reaches at the end of the career, is made up of indices in letters and not in figures. But the removal of this particularity, which will increase transparency, is part of a much more global reform, that of the remuneration of the senior civil service. Gone is the coexistence of as many grids as bodies (15), structured in different ways. From now on there will be no more, at 1er January 2023, only a single grid, that of State administrators.
